If you are asking about the ';Baywood Overture'; by Jim Swearingen it is a band work that is still in copyright. To get a part you would have to order from a dealer that sells band music or order directly from the publisher, C.L. Barnhouse:

There is no guarantee that you will be able to buy a single part since band music is sold as a full set of parts for each instrument, and many times a dealer or publisher will not break a set just to sell one part.

Also that particular piece only has two clarinet parts - 1st and 2nd clarinet. Your best bet might be to see if your director can get you another part.

You can order it from the C.L. Barnhouse Company.
